INTRODUCTION

Parañaque is the third largest city in the NCR region with a land area of 46.57 kilometers squared. The city is subdivided into 16 barangays, one of which is Barangay Sun Valley. This barangay was created under Presidential Decree No. 1326 dated April 13,1978. Situated at the heart of Parañaque, it has been awarded the most outstanding barangay among the 16 barangays in Parañaque in terms of budget allocation and budget transparency for the past two years. Like other developing communities, Barangay Sun Valley also experiences certain problems such as the presence of informal settlers, fires, flooding due to typhoons, road congestion and pollution. This community profile aims to efficiently collect data in order to inform people of the current situation in the barangay which can assist in effective disaster mitigation and management of Villa Paraiso, Sun Valley, Paranaque. This being said, the local government as well as the barangay officials and employees can effectively work together to ensure the safety and well being of the people in the community.

SERVICE INSTITUTIONS

(Churches, Schools, Park, Recreational Halls, Stores, Health Center, Market, Cemetery, Public Library, etc)

Organizations, Religion Lifestyle is the interests, opinions, behaviors, and behavioral orientations of an individual, group, or culture. Barangay Sun Valley is home to several organizations of different kinds for all its residents. There are 15 religious organizations found in this community like the El Shaddai, Couples for Christ, Singles for Christ, and a lot more. There are also other non-religious organizations found in Sun Valley. As of now, there are 15 recognized civic organizations and 19 youth organizations. Aside from organizations, Religion plays a big role on the lifestyle of the residents. There are several Catholic Churches and Chapels like the Our Lady of the Most Holy Rosary Parish, Sto. Niño Chapel, Holy Family Chapel, Our Lady of Fatima Chapel, and others. Religion is accepted as a lifestyle since it affects how the residents of the barangay act.

Basically, the lifestyle of the people in that village is between traditional and modern. This is because majority of the residents there are considered middle class men. They are not very rich nor below or by the poverty line.

TRANSPORTATION

There are only 2 tricycle terminals and 1 taxi terminal present in the community. This can be a big disadvantage for them since there are many schools and markets in the place. If there is only a limited number of transportation services, the people may experience inconvenience. Also, if tricycles, taxis, and other private vehicles use the road all at the same time, traffic congestion will worsen.

The Sun Valley Tricycle Association is one of the main modes of transportation in the barangay. There are certain projects that the Barangay Captain made to ease convenience to the residents. One of it is providing jeepneys for elementary students. In this way, they can be brought to school everyday, without paying, since he is giving it for free.

TEMPO OF LIFE

Barangay Sun Valley is like any other barangay. It has its own government, way of living, education system, organizations, and religion. Education is another need. Daycare centers like the Camachile Day Care Center, T. Relucio Day Care Center, and others are made for the young kids. Private preparatory schools are found in various areas; there are 9 of these schools. Also, there are 6 private elementary schools, 5 private high schools, and 2 Alternative Learning System (ALS) Training Centers. PROBLEMS AND SOLUTIONS ENCOUNTERED BY THE COMMUNITY

Ecological Problems

Flooding: Flooding is a very common problem in the country due to the fact that we are located in the typhoon belt. Another factor is the trash management of the people. The barangay, at present, has an acceptable drainage system which is still functionable and in good condition. Also, the geographical landscape of the barangay is a good thing too because it is on a high area; thus, is less likely prone to flooding. The local government has made efforts like the “Standard Operating Procedure in Case of Flooding” wherein there are corresponding alerts and certain actions for the rescuers to do in order to avoid casualties or injuries once it floods.

Calamities: June 15, 2012 was the most recent recorded calamity which hit the barangay,  a fire caused by a kitchen stove left open. There are no injuries or deaths which shows that the emergency response team effectively and efficiently did their jobs which is to save people.

Pollution/Global Warming: This problem happens worldwide; therefore, it is a problem of the community too. The community is surrounded by numerous factories and unavoidable informal settlers, the carbon footprint they emit truly adds to the worsening effects of global warming. But, there are efforts made by the people to make this situation worse. Like, the Barangay has six to ten wheeler dump trucks to properly collect the trash from each subdivision. Another suggestion would be having a recycling center or an MRF in the community to make other uses to the materials that were retrieved.

Other Problems

Disease countermeasures: There is an AIDS council, an Anti-Polio vaccine, and different health centers in order to ensure that the barangay is free and will prevent the spread of various diseases to the people.

Traffic: The traffic outside the community is the problem because the SLEX, it’s service roads, and the intersection is located in the area. The best thing to do is to collaborate with SLEX and/or Skyway to plan out a better traffic management scheme in the intersections. This may also decrease the number of accidents occurring in that area.

Overpopulation: The ratio of the number of households found in several subdivisions and villages is quite unreasonable. Some have over a thousand, while some only have fifty. To address these, the Sun Valley Health Center must offer services for the residents to have a concern regarding family planning, recording, reporting, and monitoring of households.

ANALYSIS OF THE COMMUNITY AND SOCIAL REALITIES

Based on the information provided, we can observe that Barangay Sun Valley is an advantageous and competent residential area. It is a wide subdivision composed of many homeowners, both from the middle and lower class. It offers many service institutions such as churches, schools, parks, playgrounds, multi-purpose halls, factories, supermarkets, waiting sheds, and more. The education in the area is supported by DepEd, just like other communities. Barangay Sun Valley is a technological area because of the presence of televisions and radios in many houses. We observed that the usual businesses there are computer and internet cafes. Aside from Sun Valley being a “capable” community, it is also very cooperative. This is because many local government officials collaborate with each other. It is also a religious community because there are many fiestas being celebrated and churches present. The area is rich in human and capital resources, but not so much in natural resources due to its urban setting. The major problems Sun Valley faces are slight to severe chances of flooding, traffic along the west service road, and a high number of informal settlers residing in the subdivision. These problems can all be addressed by proper management and coordination with the local government and the barangay.

POLITICAL STRUCTURE

ROLE IN THE COMMUNITY

IN SUMMARY...

Barangay Sun Valley, which can be located in Parañaque City, is a community that is filled with humble and hospitable people that attract visitors even from different areas, thus making the community develop and prosper. It is suitable to anyone planning to grow a family since it offers many facilities like markets, stores, schools, recreational areas, clinics and more, to attend to the needs of its residents. The people here live a very simple life, and are very religious. In fact, there are quite a lot of religious organizations and chapels in the area. Traffic in this neighborhood is common, but tolerable. Although roads may be broken and unstable, there are certain officials assigned to monitor the situation. This process is also the same when it comes to flooding and earthquakes. Crime in this community is not that evident, too. The people from the barangay does its job to avoid this. Also, since they are an urban area, natural resources are scarce. However, they are rich in human and capital resources. This will result to productivity and progress in the area.
